I agree with you - this stupid project has to be stopped.

You brought up an interesting point. Around 80% of the populace is under-educated, ill informed and do not have any idea of the implications of this proposed 'dossier dictatorship'. The rest of the 20% of the nation do not care and I hope that these folks are targeted.

Having an effective illiteracy rate (if you define literacy as a grade 8 education) of 80% plus, is the ultimate trump card for successive autocratic Indian Governments.

If only we had a real literacy rate of 90% plus, with an empowered populace, this stupid project would have not seen the light of day.
