UID will have national security implications. No resourseful country will allow its UID to be done by foreign countries or companies. The whole technology has to be indegenous.

The chip has to be produced in secured labs and have unique design and features to prevent duplication.
Otherwise the corporations will just misuse it to their advantage and government will be paying for it with foreign loans. The chip readers also should be indegenous with security features to prevent reading the chips from a far.

The readers may be combined with fing print verification to prevent misuse. There could be special cards or soft features to exceptions like people with hand injuries or birth defects.

Todays hi-tech criminals are worse that the common thug engaged in forgery.
The common thugs has limited scope the hi-tech thugs have long reach.
