Rambo,  Your concerns regarding violation of privacy, officers misusing etc. are quite well founded. 
I do not know the cost implication of ‘no card, biometric use’. 
Will issuance of a card be cheaper, as is done in Singapore ?

 But still, please do not underestimate the larger benefits:
1.      To help govt. focus its subsidies
2.      To prevent migration in thousands from Bangladesh, and which will be a menace in future years.
