Ram,  I too feel this is an expensive waste. There is no shortage of ways to identify people - ration cards, electoral ID cards, Bank accounts (where you are supposed to be properly identified through know your customer initiatives), birth records, school leaving certificates..... With the existing database it should be possible to identify at least 95% of the people. If some people don't have any such records they can be dealt with separately. If a number has to be alloted it can easily be done based on the existing database.
